Weimar Constitution and Democracy – Basic Principles
How it works
The Weimar Constitution came into force in 1919 and created the first parliamentary democracy in Germany. It introduced universal suffrage, separation of powers, basic rights, and a proportional representation system. The Reich President had far-reaching powers, including the right to issue emergency decrees under Art. 48. The political system consisted of the Reichstag, the Reich President, the Reich Government, and the Reichsrat. The constitution was intended to ensure stability and participation, but it was also marked by compromises and weaknesses that were exploited in times of crisis.
The Weimar Constitution regulated the organization of the state, the rights of citizens, and the distribution of power between the constitutional organs. Democracy means that the people participate in state power through elections and participation.
